This formulation was designed to provide broad spectrum (SPF/PFA ≤3) performance. Extremely rapid excited state quenchers SolaStay® S1 and HallBrite® ISO efficiently quench the excited states of Avobenzone, protecting it from photodegradation and so improve sunscreen performance. HallBrite® BHB contributes to UV filter solubility and enhanced product feel. One person in vivo testing yielded static SPF 50, PFA (PPD) 20 in a US lab. In vitro SPF 50, PFA 14, critical wavelength 378 nm.

| To a secondary vessel add phase A, start mixing, add phase B, and heat phase AB to 85°C. |
| Add phase C to phase AB with mixing. |
| To the main vessel add Water and Glycerin of phase D, start mixing, add the chelant and then add the thickener of phase D. |
| Continue stirring phase D until fully incorporated and then heat phase D to 80°C. |
| When both phases are homogeneous and at their designated temperatures, slowly add oil phase ABC to water phase D with prop mixing. After two minutes homogenize phase ABCD for 3 minutes, resume prop mixing and then start cooling, adding phase E when batch is below 50°C. |
| Continue mixing until batch is at room temperature. Replace any water lost to evaporation and mix until smooth. |
